It is not possible to upload plugins on our free sites, but you can enable that functionality by upgrading to our WordPress.com Business Plan: https://wordpress.com/pricing/
If I can ask, why are you needing this plugin? I’m happy to check and see if we offer any built-in functionality that is similar. We pre-install a lot of functionality that you would normally need a ‘plugin’ for otherwise. Happy to take a closer look!
