Help from a website designer?

I am trying to revamp a WordPress hosted website that has a strict University-locked theme on it. I created a free WordPress website to see if I could practice on there before I make changes to the original, but unfortunately the layout is a bit different and I am finding it more confusing than useful. My University IT departments do not offer help (even paid) to help customize individual websites hosted by the University, so I cannot get help from them and they can offer no suggestions on where to get help from. Can anyone advise on how I would go about finding a reliable website designer that would make a CSS homepage for us (and help a little bit with 3-4 other non-CSS WordPress pages) within the University theme restrictions? Our budget is up to $3,500 CAD.

Is the site you want to eventually edit hosted on WordPress.com servers or using the WordPress software? There’s a difference between the two, and most universities would use the software, not the hosting. Take a look at this page to explain more: https://en.support.wordpress.com/com-vs-org/
You’ll want to know which you use before requesting someone assist you, since the features of each are a bit different. This is also likely why testing on WordPress.com wasn’t helpful to you.
