help setting up a new site using a domain I already own

  I want to use WordPress to design and maintain new content/updates
  I want the ‘go-to’ webpage to be nextcentury.ca
  I figure I need to start a paid account in order to this. Is that correct?
  How should I proceed?
  I want to discontinue ‘Art-Making in Research Universities’ (artsenginetest.wordpress.com)

  In order to use the domain, yes the site would need a paid plan.

  If the domain is purchased outside of WordPress.com, it can be connected as per https://wordpress.com/support/domains/connect-existing-domain/
