HELP: WEB DESIGNER WONT RELEASE SITE TO OWNER

    Hi, i hired someone to build a wordpress website for me using a wordpress template. the deal has gone south and he will not relinquish the site to me. how can i go about transfering the site/domain over to wordpress?

    The site I need help with is happybabyphd.com. It is not hosted by WordPress.com or connected with Jetpack. This site is not linked to my WordPress.com account.
