Help with Plugins and Sticky posts

I have attempted to add both sticky posts and plugins and I am lost. I can not seem to find either in options in the control bar/pannel. Please help!

We don’t allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org.
However, we do have several built-in features that were inspired by many popular plugins. You might find what you want by searching for it at http://en.support.wordpress.com/

I have one more question regarding layout. How do I show just an excerpt of the posts on my home and additional pages? I am using the Linen theme which looks great in the preview, but with the whole posts showing it looks messy!

You’ll need to manually split each post with a More tag following this guide: http://en.support.wordpress.com/splitting-content/more-tag/

I’m sorry, I have one more question. I followed the sticky post instructions and it works… except when I add a featured image it reposts the image into the original post! How can I stop it from doing so???

Featured images shouldn’t be winding up in the post, unless you’re inserting them there.
Are you definitely following the guide at http://en.support.wordpress.com/featured-images/ ?

I am doing everything correctly. I followed the guideline exactly (which was how I was doing it before and it keeps inserting the picture into my post!). I keep running into weird glitches like this with layout issues as well!

When I set the featured image, it inserts it at the top and throws off the format!I spent all day today trying to fix it! If I take the original picture out it messes up the formatting and is a pain to deal with.
Any assistance would be a god send!

Are you referring to the structure on the left? If so, it appears to be inserted in the post, and you should be able to click on it and delete it from the editor.
