Help with site width and multilanguage

    Dear experts,
    I have 3 questions to day. Hope to get helps.
    1. I’m looking for a way to change the width of my site. WordPress has a tutorial about going for Customization -> Layout however I can’t find Layout on my panel. I’m on a free plan it’s that how I can’t get the feature?
    2. Also I’m looking to create my site in a second language. I wonder if WordPress has a feature to duplicate the site along its contents (videos, images) then I can just rewrite them? Or I must create a newsite and do everything from the beginning (I saw the feature for creating a new site)
    3. If I already upload videos and photo to the 1st site, if I add them to the 2nd site, it wouldn’t count towards the storage right?
