I need help understanding what I have paid £36 for as I belived it to be domain and hosting and now my website guy says I need to upgrade in order for him to make the site for me.
When I go to upgrade it gives me the options to buy a package, which I already did.
Again, can I get a refund and get my website guy to start a fresh? I still want the domain assurednetworking.co.uk

First things first, I’m not seeing any upgrades associated with the WordPress.com user account you are posting from. This typically happens when you’ve ended up with a second WordPress.com user account and that second account is the one that owns the upgrade. You’ll need to log into THAT account in order to make any changes.
If you do not have access to that second account, here are a few options:
