  Can I have a private page(s) with sub menus (all hidden unless I give you the main URL) so I can direct clients there that meet certain requirements for a more customized level of service?

  Yes, sort of. You can hide them from the menu by creating your own custom menu: http://en.support.wordpress.com/menus/

  Then, you can password-protect them: https://en.support.wordpress.com/pages/page-visibility/
