  i have a blog site. Is there a way that i can get a home page or a posted welcome blog that does not move and stays at the top? Not sure how to do that.

  Howdy,

  You have a couple of options here.

  You could publish a sticky post which will always remain at the top of your front page:
  http://en.support.wordpress.com/posts/post-visibility/#sticky-posts

  Alternatively, you could set a static front page, and display your posts on a different page:

  Set the Homepage
