How can I add a photo upload feature to a contact us form?

  I have created a custom form but I would like to allow users to upload a photo to the form prior to submitting. Does WordPress offer this feature? If so, how do I add this feature to my form? thanks.

  The picture needs to be on the web somewhere then they can put a link in the contact form – otherwise you need to send them an email with an address they can send pictures
