how can I add a user who is not sign up in wordpress?

    I’ve seen a youtube in which that person is able to add new user even if that user is not sign up for wordpress but what I get is only an option to invite new users. I want to add more people in my blog and they are not part of wordpress already.

    The blog I need help with is: (visible only to logged in users)

    Users must be WordPress.com members. You may suggest to such persons that if they wish to contribute to your site, they will have to sign up.
