How can I claim a blog name someone else has but doesn't use?

    I would like to start a blog with a name someone has claimed this 5 years ago but never did anything with it. Can WordPress contact them to see if they still want the name as I would make use of it. I find this happens A LOT to me. I have a name I want to use and someone has claimed it years ago and done nothing with it. It just creates data trash – can WordPress include something in terms of service that requires active engagement? And by active, once a year would indicate some sense of involvement…
