How can I get help to import my old WordPress blog to WordPress.com?

My old WordPress blog, on another hosting service, is at version 2.7. It suddenly stopped working and there is no way to access it using WordPress, but I can still get to the MySQL database.
How can I contact WordPress and the “Happiness Engineers” to get the blog converted from a MySQL database to either an import file or to have it imported? I see WordPress offers help for a fee to export to some formats, but I can’t find, anywhere, a way to contact them to import to a blog on WordPress.com
I’m not looking for a how-to (but that’d work!). I’m trying to find a contact link so I can ask WordPress if they can do it.

2.7 is a very old version. I suspect your will have to import into a WordPress.org install and create an XML file before you can import into a WordPress.com blog. Unfortunately, the support staff here at WordPress.com don’t have the tools to help create export files from self-hosted installations of WordPress.org. (WordPress.com and WordPress.org are different entities, which you can read more about here, if you’re interested: WordPress.com and WordPress.org)
However, there are a number of resources at WordPress.org, and you may be able to get additional help with this in their support forums:
Once you have an export file from your old WordPress.org site, you can import it here at WordPress.com according to this guide: Import
