How can I have a different ‘author’ name on my secondary site?

If I delete this site entirely, sign in as a new user, can I get back the same secondary site name?

That is not a good idea. Deleting a site does not make the URL available for use again.
What I would suggest is that you set up a new user account, and then follow these instructions to transfer ownership of the secondary site TO that user:

Another option would be to create a new user account and then invite that user to be a user on the secondary site:
https://wordpress.com/support/user-roles/
Though, to be honest, if it were me I would probably go the “new user > transfer site ownership” route because I would be afraid that I’d log into the wrong account and publish something under the wrong name otherwise. But that’s just me…
