How can I make my first post static to always appear under the header?

  I’d like my very first post on my site plaidninjabookreviews, ‘Why the blog?’ to be static so it is the first post anyone reads and that it stays there. Can this be done?

  Yes. WordPress refers to such posts as “sticky.” Learn how to create a sticky post at the Post Visibility support page.
