how can the word press be unkind and not willing to publish my site?

Where and how can i use my own themes and add my forms. Even in the free programme i have restriction to make a website.Come on remove the restriction .Let me make and edit my own website then only i can know .There is no help or info of the cost of domain after first year. no billing information.
