how do custom domains work for files that are uploaded?

I have created a wordpress.com (gbscholarship.wordpress.com) as a destination for a scholarship I created at my high school alma mater. The site went live over the holiday weekend, and much to my dismay, I learned that the wordpress.com domain was blocked by my high school’s board of education. so the site is unreachable by the students, while at school. I am getting clarity as to whether or not the school blocks the domain or any wordpress IP. Assuming it is just the domain, buying the gbscholarship.com domain would likely solve everything. however, before I do this, I have one question to clarify. I currently have a .pdf file uploaded to the gbscholarship.wordpress.com/application portion of the site. it is a .pdf version of the application that the students can download and submit on campus. if i buy the gbscholarship.com domain, will this file now be hosted there? currently it is hosted at gbscholarship.files.wordpress.com, which would likely also be blocked by the school’s board of education.

    Thanks for your help.
