How do I access and change CSS for the Site Title part of the page?

I can access and change the CSS for the main part of the page, the body… but I can only change the contents of the text (and it’s font and size) for the Site Title and Site Description up at the top. How do I customize that as far as placement, font-weight, etc?

You can add custom CSS through the CSS pane in the Customizer to edit the size and font of the site title and description.
