You currently have your home page set to display all blog posts, so it’s not actually a page. You have a few options here:
– Set a different front page: http://en.support.wordpress.com/pages/front-page/
– Write a post and stick it to the top: http://en.support.wordpress.com/posts/post-visibility/#sticky-posts
– Add a Text Widget to the top of your sidebar: http://en.support.wordpress.com/widgets/text-widget/
