  Hey there,

  You won’t find a plugin tab in the dashboard because plugins such as Woocommerce are installed and utilized solely for those with self-hosted WordPress.ORG installs:
  http://support.wordpress.com/com-vs-org/

  We currently do not have a e-commerce option with WordPress.com, but we highly recommend WooCommerce for self-hosted WordPress.org sites.
