How do I block certain individuals from viewing my site?

I have someone that I don’t want to have the priviledge of viewing my site, they are stealing my work. How do I block that paticular user?
The blog I need help with is: (visible only to logged in users)

We cannot block or delete subscribers from public blogs. By definition public means that everyone on the internet can visit a blog and subscribe to it. Note that you have complete control comment moderation. http://en.support.wordpress.com/settings/discussion-settings/#comment-moderation
Also note there is no upgrade you can purchase that changes what I stated above.

You could also file a take down notice DMCA with their host to have the stolen content removed – if you do a good enough job with the notice the whole site can be taken down @raincoaster is the master of this
