Plugins are a feature only available for self-hosted blogs provided through WordPress.org.
However, we do have some really cool widgets. Perhaps one of those might meet your needs?
This guide will step you through the process of moving your blog to a WordPress.org instance:

As we only support blogs hosted here at WordPress.com, all issues with the new blog–including the importing of the file–must be taken to the WordPress.org support community:
If you’d like assistance moving your WordPress.com blog to WordPress.org, we have a service called Guided Transfer that does all the work for you. Check it out to see if it’s right for you:

Thanks! I am specifically looking to be able to have a shopping cart on my page so that i can sell what I make as well as blog about it. I will search through the widgets to see :)

I see. If you require e-commerce/shopping cart functionality, you might be interested in a self-hosted (WordPress.org) installation. There are no restrictions on e-commerce if you set up a self-hosted WordPress.org blog instead of a WordPress.com blog, but there are some added responsibilities.
We have hosting recommendations at the following link if you are interested.
