How do I change the administrator of a blog?

We need to change the administrator/owner of the blog for a community food forest. The original owner has tried changing the email address in settings and at first I received a confirmation email but when I click it and enter my wordpress password it says I’m “Cheatin huh”. What do we do?

You can’t let him impersonate someone else. You have to go to Dashboard->Users and Invite him there. You can set the level of power to which you’re inviting him at the time.
