How do I claim a dormant blog name?

  I found a blog created on 11/25/10 that has never been used. I use the handle on multiple social media profiles that’s being used by this blog, and I’d like to launch a blog on WordPress using that same handle.

  What steps can I take to claim a dormant/inactive/unused blog? Thanks!
