how do I create an HOA site with user registration, forums etc?

I am trying to create a basic homeowners website with user login, forums, document repository etc – stuff that has been done many times over.
I can’t yet even figure out how to show the users name on the front page.The blog I need help with is: (visible only to logged in users)

It isn’t achievable with a Premium plan? Is Business plan worth it if I am wanting to achieve the same (HOA etc site) but stay in monthly budget on WP? What is the annual cost for Business Plan?

I already pay for hosting on bluehost. I am just surprised I have to cobble so many different parts together to make what I would have thought would be a pretty standard website nowadays.

Quick correction to my earlier reply, I got that wrong. Plugins are actually available on the Premium plan and above, not just Business. So you have more flexibility than I initially suggested. Apologies for the confusion, and thanks for the patience.
