  If this a free service, why am I charged $18.00?

  I’m not seeing any upgrades associated with the account that you are posting from. But an $18 charge is typically the yearly registration fee for a custom domain name.

  To clarify, WordPress.com is absolutely free. But we have a number of optional upgrades that our users can choose to add to their site if they wish. A custom domain name is one of them:
