How do I delete categories?

  I’ve read at least a dozen posts telling me how to delete categories from my posts, but I’m unable to access any of the features they’re telling me to. When I hover over my ‘posts’ button on my dashboard, nothing pops up. When I click on it, it takes me straight to a list of my posts. There’s no access to my categories except through writing a post, but there it only allows me to add and not delete.

  If you go here and hover over a specific category, do you see the edit-quick edit-delete-view options?
