How do i delete the meta sidebar?

I am trying to remove the Meta sidebar on the right side of my blog. I have removed the widget but it is still showing up.
In order to get into the sidebar.php file do i need to purchase the custom CSS upgrade for 14.97?
is there any other way to delete the meta bar?
The blog I need help with is: (visible only to logged in users)

I cannot see a meta widget on the blog linked to your username. There are no permanent widgets. We can remove all widgets > Appearance > Themes and if we do not wish to have any content display in the sidebar, then we place an EMPTY text widget at the top of the sidebar.
As you see a meta widget I don’t see you are viewing cached data. You need to Clear Your Cache and Cookies > http://en.support.wordpress.com/browser-issues/

If you wish to remove the whole sidebar, go to Appearance > Theme Options and select the Sidebar-Content layout.
