How do I edit wp-config.php so that I can use my downloaded version of WordPress

I don’t know how to edit wp-config.sample.php in order to be able to open my downloaded version of WordPress. I need help with how to format the file and how to put in my name, username, password, and hosting site. I also don’t know what my charset or corset are.
