How do I get my header photo to fit on both a computer screen and phone screen?

  My header photo does not fit on my blog when I view it on my computer. I’ve tried resizing it to the size that WordPress recommends, but that hasn’t worked either. When I go to my blog on my phone, the header photo looks fine; but when I go to my blog on my computer, the header photo doesn’t fit to the screen at all. How can I get my header photo to fit the screen on my phone as well as on my computer?
