How do I get permalink and in setting?

  I am going through tutorial, I do not have add … in my theme, I do not have Permalink in my setting, so far I found it very unfriendly, please advise how I could get the aforementioned

  We do not allow permalink alteration at WordPress.com, that’s a feature only available in self-hosted WordPress.org blogs.

  To clear up any confusion, WordPress.com and WordPress.org are two different entities: http://support.wordpress.com/com-vs-org/
