How do I go about Uploading Themeforest Template?

I cant find the upload theme button that is suppose to be next to the add or search themes
The blog I need help with is: (visible only to logged in users)

It is not supposed to be there on WP.com blogs like yours. It is only for WP.org blogs. You cannot upload external themes to a WordPress.com blog. Get your money back; it’s a common error.
