How do I import a theme that I have downloaded from a third party?

When I go to the appearance screen in the dashboard to upload a new theme, I can not do so because there is no “upload” or “add new” button. HELP?

You can’t add external themes to a WP.com blog, for security reasons. They are for WP.org blogs only.
