We have a support page for exporting a WordPress.com site here:
WordPress.com does not have FTP access. The method described is how one moves a site from WordPress.com to another platform.
Take a look through that page and let me know if you have any further questions. I’ll be happy to help.

Thanks for getting back to me.
I have tried this method unsuccessfully. The tech support team at GoDaddy said that this method is incompatible with their system and so we need to do a manual migration using a backup file that is not the xml file described here.
Hope that makes sense? Thanks :)

There is no manual migration in that fashion from WordPress.com. They are trying to give you instructions for moving from a self-hosted WordPress site.
You can import an XML file by going to Tools–> Import from your new site’s Dashboard.

Importing the xml file pauses part way through and gives no error message. This is why we are trying to migrate manually. Is it possible the xml could be exporting incorrectly or corrupted?

Have you tried doing the export again and starting fresh?
You might also want to post to the WordPress.org support forums:

How large is the file?
If you can upload the XML file to dropbox or somewhere, I can split into multiple smaller imports. That can help with problematic imports.
