How do I protect my WordPress backend from quoting developers given access?

How can I protect my WordPress site from a developer who needs access to quote on a job? Typically the developer will ask for the Administrator role which allows them to delete users etc. How can I protect the users from being deleted/tampered with by a third party with approved access?

The wordpress.com platform has several user roles. I would say the Author role is what you need: Can write, upload media, edit, and publish their own posts.
