How do I reactivate a blog that used to be active on my website?

I previously had a blog on my website, but it has been a while since it has been shut down. At the time that it was put up and shut down, someone else did this for me, but I want to know how to do it by myself now. Can anybody help me with this?

That is not a WordPress.com site but a WordPress.ORG one, so you need to be over there for help with that.
