How do I set a site to private — if I can’t access primary email address?

I created a free WordPress site many years ago and forgot about it. I don’t remember the password for the WordPress account that owns the page and last year deleted the Primary Email Address associated with the account, not realizing it was in use. So I have no access to editing the page.
I tried recovering the website according to this information (https://wordpress.com/wp-login.php?action=recovery), but I can’t find any of the required verification information.
According to this page (https://wordpress.com/support/account-recovery/), I can make a request for WordPress to make that site private — but it doesn’t say *how* I can make that request.
Anyone know?
