  how do i start over with the same email?

  I want a new blog with a different name. If I can just change the name of my present blog and its web address to reflect the new name that would be great.

  Sure! You can change your blog address by going to My Blogs, and clicking the Change Blog Address link that appears when you hover over the address you want to change:

  https://en.support.wordpress.com/my-blogs/

  Note that you have the option to choose your user name to match the new blog address. If you choose this option, you will not be able to revert back to the original username, and it can affect profile URLs for other services such as Gravatar or IntenseDebate.
