how do I transfer blog to another wordpress user?

I am looking to find updated instructions for this:
http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-wordpress-com-user-or-accountWhen I go to “My Blogs” there appears no such menu as described. How can I completely relinquish jenniedicksonyoga.wordpress.com from my ownership, jones the cat, to jenniemalloy?

Are you going to the “my blogs” from your dashboard as that page describes?
Note that this will take you to a different screen than the My Blogs tab on the WordPress.com homepage. You cannot transfer a blog from the My Blogs section of the global dashboard.
You won’t see the link if you do not go to my blogs from the dashboard.
