  How do I uninstall a theme, then install a new one?

  The blog I need help with is: (visible only to logged in users)

  You don’t. You just click to Activate a new one and you don’t uninstall the other at all. It just switches over.

  I have downloaded an external theme which I wish to use. How can I upload it in that circumstance?

  You cannot. External themes cannot be used on WordPress.com blogs for security reasons. They are only for WordPress.org blogs on paid hosting.
