  Hi,
  You can not upload a template to a WordPress.com site. The available templates, called themes by WordPress, are activated, not uploaded. The available themes are listed in the WordPress.com Theme Showcase. The same themes may be previewed and activated via your classic dashboard admin bar at Appearance > Themes (Manage Themes page).
