This feature is already built into WordPress.com, but people who want to receive your posts need to sign up for email notifications. Email subscriptions on WordPress.com are strictly opt-in only, and controlled by followers themselves, not by the site owner.
You can add the Follow Blog widget to your site to make it easy for people so sign up to email notifications without having to create an account:

And people who already have WordPress.com accounts can also do this from within the Reader:
