  I’m new and need to add Opt-In to my Post and method to join by payment through PayPal

  You can add a Paypal DONATION button to your site, but if my experience with staff and the ToS are anything to go on a pay-to-join site is not going to be an appropriate thing on WordPress.com. You will want to run that by staff; contact them via your dashboard Support button.

  Opt in? As far as I’m aware there are no automatic signups available either, nor any forms.

  You may be better off with an independently-hosted blog using WordPress software. Those are supported at WordPress.ORG as explained in this thread:
