how to become a wordpress theme developer?

I would like to become an official theme developer for wordpress.com. Would I be able to access themes I otherwise would not in order to create a child theme. Do you have such people doing this for you?
In addition, I would like to change my blog url to noblevessel.wordpress.com but due to having claimed the url previously and deleting the account it is no longer available. Can something be done

We do have a team of theme developers who work for Automattic, the company behind WordPress.com. They launch all the themes you see in the WordPress.com showcase: https://wordpress.com/themes/
If you’re a theme developer and you want to join the team, we’re hiring! You can check out the position here: http://automattic.com/work-with-us/theme-wrangler/
However, that position doesn’t give access to other themes that aren’t already available here at WordPress.com, or add the option to create child themes just for your site. It’s a full-time position for wrangling the themes that everyone uses at WordPress.com. :)

Once a blog address has been used, even if it was later deleted, it is no longer available for anyone to use in the future: Recycling Blog Addresses (URLs)
