How to build a new wordpress site, whilst keeping the current one live?

hello, refurbishing a wordpress site for one of my clients (new theme and content) and was wondering how i should best go about it? they NEED to keep their site live whilst i build the new one in the background, but i can’t install the demo content (theme is Rightway) without it affecting the live site.
is there a way to build a wordpress site elswhere and then transfer it to the clients site? otherwise whats my best option?

Are these WordPress.com sites? Or self-hosted WordPress.org sites?
