How to change background image when no ‘colours & background’ only ‘colours’ tab

  I’m trying to change the background image for the site, preferably a static one that doesn’t scroll when you scroll the page. I tried to look is up here https://en.support.wordpress.com/themes/custom-backgrounds/
  but I have no ‘colours & background’ tab and only see a ‘colours’ tab

  The blog I need help with is: (visible only to logged in users)

  The Modern Business theme you’re using does not support custom backgrounds like that.
