How to change ownership of a blog account?

Hi. I had a question. I am trying to setup a new wordpress.com account for someone else while I build the site for them. Once we go live I would like to hand over the account (presumably change the main account E-mail and password so that they become the primary account holder). How can I go about doing that? I was a bit confused by the documentation about account E-mails.

Hi Lior,
Rather than creating a new account and then handing it over to another person, I recommend creating the new WordPress.com site on your own account. You can then have the other person create a new account without a blog for themselves at this link:
https://signup.wordpress.com/signup/?user=1
When the site is ready, you can transfer the site to their account by following this guide: http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account
If you would really prefer to create the new account now, you can of course do that instead. When you’re ready to hand over the account, you can change the email address and password from the Settings page here: https://wordpress.com/?ssl=forced#!/settings/account/
The new account owner will then have to confirm the new email address to use it with that account.
