How to create Word Press website while URL is already live on other platform

  I currently have a live website hosted on PortfolioSitez. I want to create a new WordPress site to replace this site on a new host. I’ve installed WordPress on the new host but I can’t access the admin panel – according to the host support, “Word Press does not work properly with IP only. There are somethings in the configuration that will require the full domain name to work. You have to point the domain name to our server first and then test the WordPress installation from there.”
  If I point the domain name to the new web host’s server, I think my current website will no longer be visible. Is it possible to develop a new website using wordpress while another one will same URL already exists. If not, could I create the wordpress site on a different url and then when I’m ready to switch, change the url to the one that currently exists?
