How to deactivate a blog that hasnt been used for years

To give some context, I’m part of a university student association and we found an old wordpress linked to our association that hasn’t been used for years and was created with one of the former executives’ personal e-mail. I’ve personally messaged her on FB and sent an e-mail. And I can’t get a hold of anyone working for wordpress because we need to have an upgraded account. Can anyone tell me how to deactivate this blog or help me find someone from wordpress who can deal with this sort of stuff? Thank you.
