How to import blogs by using *.xml file?

Hi, I’ve read the support document on https://en.support.wordpress.com/import/. It said it’s possible to import blogs from a *.xml by using Tools → Import screen. But I can not find it. All I can find is the importer listed on https://cxun.wordpress.com/wp-admin/import.php.
My ex-blog is http://cxun.cnblogs.com. Can you tell me how to import all my articles into WordPress? Thank you so much!The blog I need help with is: (visible only to logged in users)

That’s the correct page.
You’ll have to export them first. The Export support page concerns export from a WordPress.com site. If it is a self-hosted WordPress.org site, the “Migrate your content to your WordPress.com blog” section of the “Coming from a self-hosted WordPress site?” support page will be applicable, though the instructions in that section seem to be essentially the same as those in the Export support page.
Once you’ve saved exported material in an .xml file, it can be imported as described in the Import support page.
Add a “modlook” tag to the sidebar of this topic if you run into any difficulties with the export and import process and would like to call for staff attention.
